Saratu Ghartey
Chief Operating Officer
Saratu Ghartey serves as SEO’s Chief Operating Officer, where she leads SEO’s Administration, Finance, HR, IT, and Real Estate teams. In her role, she ensures that SEO’s people, technology, administrative, and financial resources empower our programs to maximize SEO’s impact.
Saratu comes to us from New York City government, where she was a senior leader for over a decade. From 2020 to 2022, she served as First Deputy Commissioner for the NYC Department of Social Services (DSS), where she had broad responsibility for the day-to-day management of city social service programs, including all administrative and support functions. She began her city government tenure leading DSS’s integrity arm, serving as the agency’s Chief Program Accountability Officer from 2014 to 2020. In this role, she had agency-wide responsibility for ensuring compliance with all statutory, regulatory, and contractual standards. She managed a division of over 1,300 staff responsible for investigations, collections, regulatory compliance, data security, audit, and quality assurance. Additionally, Saratu directly managed human resources, IT, and facilities functions for her division.
During her time at DSS, Saratu recommended and oversaw the development of key systems that greatly modernized the agency’s work processes and provided greater transparency and accountability. Saratu also played a key role in the development, design, and launch of two citywide initiatives—IDNYC (identity card program) and Fair Fares (discount subway fare program). She worked closely with IT, city vendors, and programs to ensure efficient work processes, adequate staffing, clear procedures, and strong integrity controls.
Throughout her career, Saratu has been a continuous advocate for technological, cost-effective, data-driven solutions that streamline business processes. She also has a strong track record of developing and mentoring talent and is committed to building a diverse and equitable workplace, having served as co-chair of the DSS Diversity, Equity, and Inclusion Council.
Prior to her tenure in City government, Saratu worked at the New York State Office of the Medicaid Inspector General, where she first served as an Assistant Medicaid Inspector General. Before becoming a public servant, Saratu worked for over four years as a corporate litigator for the law firm Wilmer Hale.
Saratu is a graduate of the Harvard Law School, and of Boston University, where she majored in Economics. She was raised in Jos, Nigeria and now lives in Brooklyn with her husband Frederick Tufuantsi and seven-year-old son, John “ZZ”.
